If I add sugar to active dry yeast

is it meant to bubble?

I added a tbs but it puffed up but no sign of bubbles.

is it dead?

from being watery it sort of expanded to a thicker mixture but no bubbles.

It's fine.
If you added a lot of sugar then it might weigh it down and no bubbles. But if it puffed up, it's good.
Btw dry yeast can be mixed directly in mixture too..

This just means the yeast multiplied so rapidly that the gas created a thick froth of bubbles so tiny you can't see them.

I never had a problem with dry yeast, unless the water was too hot or cold.
You said the mixture puffed up, but the dough didnt?

my dough didnt rise.

I wonder if the honey in the recipe is to blame.

I used a 1/2 cup tannug honey to 4 cups flour and 3/4 cup liquid.
