Just looking for a quick answer
The tzom starts at 7:34. Maariv/Eicha is at 8:15. During the time between can I do other Tisha B'av Assurim (wash my hands, wear leather shoes...) - or do they all start when fasting starts?
We're Ashkenazim so don't answer if you're sfardim (and have been swimming and eating meat all last week)

assur when fast starts. you're supposed to put on your non-leather footwear before the fast.
