Just looking for a quick answer

The tzom starts at 7:34. Maariv/Eicha is at 8:15. During the time between can I do other Tisha B'av Assurim (wash my hands, wear leather shoes...) - or do they all start when fasting starts?

We're Ashkenazim so don't answer if you're sfardim (and have been swimming and eating meat all last week)

almost positive that you can not, the fast starts the fast not eicha

makes sense like shabbat starts with shkiya not maaric

assur when fast starts. you're supposed to put on your non-leather footwear before the fast.
