..... Is he older? Possibly stuck at a time when email was not as instant / ppl didn't have constant access?

Also I'm curious what your original agreement with this guy is?

You'd think so, right? Nope, in his upper 30s.

My original agreement was 4 hours, doesn't really matter what time of day. I set my hours to be in the morning because that's easier for me. I'm salaried, so not clocking in/out, so before I set down my hours, he was calling me all day.
I had to make some boundaries and make it clear I'm not available all day. That happend months ago, but I guess I have to keep reminding him.

Is there some sort of shared calendar? Like via Outlook or Google?

You could put in your availability there?

Kind and firm
Short and sweet
I wouldn’t keep reminding him I would just enforce that which I’ve said
He will get the message
He will get things have changed and you are setting and holding boundaries
