I'm on the smaller side (36C/38B) and have a big belly from many pregnancies, so lately I've been wearing a heavily padded push-up bra which makes me look and feel so much better. I also have big nipples so the padding takes care of the problem of them sticking out. Recently I bought 2 shirts that are slightly more fitted and I feel like they're not so tznius with such heavily padded bras. I want to go buy a new bra that will make me feel more comfortable in them. I still need a little padding for the nipple issue and need underwire because my girls are exhausted after nursing umpteen kids, but I don't want too much volume. Any recommendations?

Your local bra fitter is best.

You can’t possibly compare a fitting to an online buy saying from experience.

For nipples you don’t need tons of padding why can’t you wear a silicone pad?

Some local bra fitters are terrible. Always double check your fit.

The tons of padding is not for the nipple issue but just so I look more proportionate. For the nipples I just need a little padding. Never tried a silicone pad.

Not sure I have a good bra fitter locally.

Try going to a store that lets you pick out bras and try them on. Then, do the backwards band test - if the band fits right (snug but not too tight) when you wear the bra backwards, that's the right band size, and if it then doesn't fit correctly the right way, it's the cups that don't fit.
