The Silhouette doesn't need Internet but it definitely needs a computer.

Brother Scan N Cut
We bought it for our kids because it doesn't need a computer (thought it can be connected to load cut files if you want). They had it up and running, completely figured out, within an hour or two of opening the box.
Be aware that there are little-to-no third-party accessories for it, and Brother-branded stuff is kind of expensive.

But how can you compare it to a silhouette or cricut? The point of those is that you can design fully customized projects. This only uses built-in designs. It seems like it's basically a die cutter machine except you can change the size of those die cuts.

No, you can custom-make designs on the little screen, or on the computer and load it.
