Does anyone know when EXACTLY the issur of eating meat begins?
I was wondering if I could cook meat tonight (Tuesday, erev rosh chodesh av.)
Does it start tomorrow, tonight after dark, or what?

I know that many people only keep 3 days without meat, not 9. How come there's a difference?

I guess it is just like some people hold six hours after meat before you can eat dairy and some hold only three. I even know someone from Holland who holds only one hour.

It is true. My cousins from Holland do that. Although this custom is very controversial and many rebbeim say it should be at least 72 mins. Isn't it crazy that it goes from 72 mins to 6 hours? I, of course, had to inherit from the harshest one

Sephardim only keep the week of Tisha B'av I.e. this year from Motzai Shabbos, but some years it could be only two or three days.
Also people for whom it is difficult not to eat meat e.g. pregnant and nursing women (if they feel they need it), or weak people, [I would add a 'ask a rav' here] don't eat meat from zayyin av ( this year that would be next Tuesday at shkiya)

Just to clarify, for sfardim the "9 days" restrictions start motzei shabbat, EXCEPT for eating meat which starts on the seond of Av which is tonight.
(according to Yalkut yosef, don't have it in front of me. Yalkut yosef goes by the rulings of Rav Ovadia yosef)
