Either would work. I'd wear brown to coordinate with the tan of the sweater. I might even match the purple if I had a skirt that color. OTOH, black would work. I think the model is wearing black pants.
Whatever color skirt you choose, use a shell that color under the cardigan to pull it together.

A light tan skirt would look good, as would a jeans skirt.
The model seems to be wearing grey-charcoal colored pants. Try that too. If you look at a close-up of the sweater, there's some cool toned white in there, which makes the charcoal look good.
If it's only between black or brown, I'd go with black over brown. (With black shoes and no or nude stockings.)
