How small/big is she? Would she fit in a garbage can? Can you cut the bottom off and cut holes for her arms to hang out? The lid can be a hat.

I guess think of oscar the grouch. Buy a can, put a hole in it so she can go inside and walk around. Maybe have some straps holding it on her shoulders.
