Hold him on your lap. Give him a toy blanket or favorite thing to hold. It will get dirty though. Pacifier if he still takes one. It doesn't take that long. You'll get through it.

Take him to watch your husband getting a haircut, ooh and ahh about how he's going to be just like Tatty getting a haircut
Don't cut the hair with everyone around, have the party, and while everyone's eating, quietly take the upsherin boy with just Mommy, Tatty and whoever will be cutting the hair to the bathroom and do the haircut without all the noise and fuss.
If necessary distract him with a phone or a storybook.

If you have a machine show it him when it's off and even run it down his head so he can see it doesn't hurt

ישעי'לעס אפשערן
It preps with fantastic details. Read it a few times as the book explains and then as often as your kid is ready to listen with the names substituted with his name instead of Shayele and other family members instead of siblings. If this is your oldest child, use names of aunts/uncles/friends/neighbors etc

We did all of the above and the haircut was still an ordeal. It's about the kid's personality as well! I now do my son's haircut and he's much happier. Hoping to do my next boy's upsherin too!!!

We prepared my son by reading books, explaining the process and how it doesn’t hurt, and letting him watch his father get a haircut. He was super hyped to finally be a big boy like the rest of the kids in his class and sat through the entire haircut with a huge smile.

You could get a very inexpensive doll and practice cutting the hair. Have him snuggle with a stuffed animal during his own cut. The other suggestions about the book and watching his father get a haircut are good ideas.
