I would love to send my will-be 13 year-old son to summer camp, but I just don't know how to justify the expense especially with his bar mitzvah coming up and my eldest son goin away to yeshiva. We don't really have family we can just "send him to" for the summer. He says he is going to be "so bored". Last summer the "teen camp" option in town was only for 3 weeks. We live out-of-town

Boys don’t really need it like girls, they have such a short vacation that a short family trip and a little shopping is enough to break it up.

Does he have any friends in the same boat? Maybe you can hire someone to learn with them in the morning, and then they can spend time together in the afternoon. Riding bikes, playing basketball, even board games if the weather isn't great, whatever the boys enjoy.
Alternatively, are there organizations he can volunteer for? (Only if he's the type of kid that is mature enough, has the right personality, and would approach the opportunity correctly.) Maybe he could visit someone elderly, or a sick younger boy, for part of the day. It wouldn't solve the entire problem, but maybe part of it?
What does he generally spend his time doing? Might be worth spending a little bit of money for him to work on a larger "project" that he would'nt normally have time for. If you tell me a bit more about him, I can try to brainstorm ideas...you'd have to get him on board.

Not everyone has the same summer breaks. My boys have the same summer break as my girls.

if you get or have ever gotten pj library, you can attempt to get a scholarship for sleepaway. it's called one happy camper. $1000 off some camps. some camps are less expensive. like tashbar.
I also have a 12 year old and his bar mitzvah is next summer. he's begging to go, but I just don't see how or why I should swing it when I live in Brooklyn and BH have camp options for him.

Many camps give scholarships.
One happy camper works for some camps too.
We live out of town. Son that age. No day camp options. We kinda see it as a necessity. Everyone pretty much sends.
How long is his break? U mentioned a 3 week teen option? We don't have that here. Our boys get off 5-6 weeks.

I have boys and it’s so important for them to be in the right environment always. Camp gives them 2/3 day learning 1/3 day sports. There’s zero screens, lots of physical activities, rabbeim and head Counsler to hold down the fort. They need that structure. Many boys go down the wrong path in just 1 summer from having too much free time …

If he has a full summer off I will justify it for you. Lots of bad stuff can happen to boys who are left 8 to 10 weeks with no structure. It's every bit as important as paying his tuition.
If you genuinely can't afford it that might not help you but it's definitely important enough to ask for help or take charity.

Actually my son has the full 10 weeks off during the summer. He's only going into 8th grade.
He's very active and athletic. He hates playing on the computer "all day"
My husband didn't grow up going to camp so he doesn't view it the same way.
