It could be your shoes. I once had that with a specific pair of boots.

I have that too! No matter which shoes or tights I wear. So upsetting especially that I wear very expensive tights and it's so uncomfortable

If it's always happening no matter which shoes or tights then it sounds like you need to go up a size in tights.

Either they're the wrong size (too small) or you're pulling them up to high.

It happens in many sizes I’ve tried a few. This happened on first wear before washing

Not a perfect solution, but you can sew up the holes if the tights are otherwise in good shape.
