Depends on the shoes but I'll be one of the only people in the room in nude tights and very happily so because I think it looks better.

I rarely if ever wear black tights on shabbs or for a simcha.
I personally find it more weekday-ish and I think nude tights are much nicer.
So there is absolutely no issues with wearing nude tights and velvet.

Opaque black tights for dressy events seems to be very specific to the American/anglicized frum community. My mother assumes anyone she sees at a wedding in thick black tights (even with velvet dresses!) is super ultra ultra Orthodox yeshivish and doesn't wear nude or sheer stockings, ever. I've explained that it's the style many times but she doesn't believe me.

Growing up (not frum) I was taught that opaque tights were not formal, like for a simcha. Of course, nowadays, many women don't wear stockings at all, and opaque is just for the look.
But for me, the main factor would be the color of the outfit. I'm not going to wear black tights with a navy dress! If it's a dressy occasion, I would wear nude, as it's the most neutral choice.
