How does a person get eligible for free daycare or vouchers??. For a baby or toddler

Either by being accepted in a head start, which means the family of child is making less than 100 of the federal poverty level (and in some cases under 130%) or getting a slot in a daycare which means that both parents are working during certain hours and cannot care for child. Daycares will assist family in submitting an acs case (acs stands for admin for children’s services and this is not the scary arm of the org).
Regarding vouchers there are two kinds, acs (different than the case above that I mentioned) and hra. Those are sort of benefits that families can apply for and receive regardless if they have a slot in a child care faculty. Once child receives a slot family would update the voucher office.

What's the youngest age for headstart?
Are vouchers only if both parents work certain hours?

Head start services are applicable from birth to age 5 but not every head start has those capabilities. Some are 0-3 and some are 3-5. Few have both. And those that do not stem fill up the younger slots and then the children simply grow and move to the older classes. So getting in is like a jackpot. Good luck.
Depends which vouchers.
There’s acs for low income- it’s called child care case. Then there’s hra for really low income or otherwise high needs families. Hra cases are good in their benefits but a pain to maintain open.l because of the requirements and frequent visits to the job center.
Acs vouchers is the easiest of them all and pays for child care in most centers.

Birth but you can only really apply once child is born and there are usually long waiting lists
