I think you're just looking for a pareve mashed potatoes recipe? Most of the "cooking" in the instant pot part of mashed potatoes is literally just steaming the potatoes plain. I've made mashed potatoes "in" the instant pot countless times but the actual mash comes after the potatoes are cooked, when I mash it in a glass bowl and add the rest.
So for go-to for dairy would be cheese, salt, garlic powder, paprika. And I'll sometimes play around with other veggies/seasonings alongside it.
If I'm making it for meat, I'll usually add gravy or whatever the meat dish I'm preparing.
For pareve, I'd do similar to dairy but without the cheese.
Here's a recipe I've used but generally now I tend to do just steam the potatoes on a trivet for around 20 minutes (or less, depending on their size) with a cup of water on bottom. Just don't use butter.

Right I realize the mash would come after it’s cooked. Do I need to use margarine or can it be creamy without?
