instruction were to dissolve sugar in hot water, stir till dissolved and then add to flour.
I just poured the boiling water and let it sit but didnt stir,
there was still a nice amount of sugar left in the water when I poured it into the flour.
does it matter?

Interesting, I've never made a cookie recipe with instructions like that. Assuming you baked it by now... was it OK? What kind of cookies?

1. yes but you may still have a nicely edible outcome without.
2. the point was making sugar syrup.
