I don't know the first thing about making stuffed cabbage so I need some more direction here. Thank you....

Nita ladies has two good recipes on kosher.com, a traditional version and a diet version.
Yussi Weiss has a good recipe there too and so does the Peppermill.
If you’re not using sugar, leave out the sauerkraut that some recipes say to put in the sauce.
Most recipes call for rice. I don’t know if you can use that. Plain meat with no rice as stuffing won’t be that good but you can sub veggies for the rice.
Check out a few recipes and see which has the best ingredients for your restrictions.
See if they have a video so you can watch it being done. Yussi Weisz’s videos are fun and easy to watch but I’m not sure there’s one that goes with his cabbage recipe. Esty Wolbe has a video on kosher.com where she makes classic stuffed cabbage with her mother.
Leave yourself a couple of hours at least. If you have no time, leave it for a different holiday. Stuffed cabbage freezes well. You can make some mid winter on a snowy day if they have those where you live, and freeze it for Purim.

I would maybe sub cauliflower rice for the rice
Or can you do a pseudo grain like quinoa?
Leaving sugar out is easier. Just skip it or replace with sweetner of choice.

just use the meat in the cabbage rolls. you don'thave to add raisins and rice.
