Cook it frozen. Defrost only if you want to shape it into balls.

Frozen gefilta fish isn't cooked it's just frozen. Cook it's frozen.

My MIL wraps it in paper towel to seep up the moisture and allows it to thaw.

If it's cooked & frozen, don't defrost as it will be watery & mushy. Cook it up frozen in onions, water & spices till defrosted.

My neighbor bakes it in a tomato sauce mixture. It probably can be baked till defrosted but I don't know the method....

Yes. If you have the loaf pan will come out better.
Open up a can of tomato sauce
Pour a bit of sauce to coat bottom of pan, shake it around
Sprinkle salt on bottom
Peel fish from cover and put it on top of tomato sauce
Pour the rest of the tomato sauce over and sprinkle with salt and pepper
Bake until it forms a crust on top but doesn't burn. 1-2 hours at 350

Cover in aluminum foil first hour. Sorry. After that uncover, then wait until crust. My oven doesn't have a consistent temperature so I just check every 10 min
