Cheaper but less effective (IMO) option: the whole family pitches in to clean the house tonight; tomorrow your dh (or a babysitter) takes the kids out all day while you relax, enjoy the quiet, and do some relaxing activity (TV, walk in nature, coffee with a friend...).
Basically I think you need 2 things:
1. A quick and cheap way to get some rest right now
2. Hope for a proper family vacation at a later point in time
Re: #1, see above.
Re: #2, I suggest looking into cheaper camping options (1,000/night is for the special campsites with AC and a fridge, you can get a lot cheaper) or house swaps. It might be too late for a summer vacation but sukkot might still be an option.
Also I'd go back to the budget and see if there's a way to set aside even 100-200 shekels a month toward a vacation fund. Sometimes just knowing that it's not a "no" but more a "not now, but someday" can make it easier.
