I’m looking into hiring a graphic designer to create a logo and a very basic ad/price list for my small business. What is the going rate and approx how much should I expect to pay for a freelancer that’s just starting out?

Inpf you are looking to save costs, please be aware that in the UK it will probably cost half of what you'd pay in the States.
