I could so see my sister sitting in the bathroom all morning just so I shouldn't be able to use it

Op I am not saying you shouldn't have made your daughter walk. at the end of the day SHE MISSED THE BUS.
Just saying you should check if she's being bullied. I would tell your other daughter that she needs to use the other bathroom if it takes her longer than a certain amount of time.

Yes. Bullies know very well how to tease and make it look like the victim is magnifying the bullying so nobody else notices.
