How to deal with it?
They hit at the babysitter, at home, other kids, etc.
Any advice?

It's a difficult age because their needs are often bigger than their ability to communicate them.
First thing is identify when he's hitting the most. Is it related to a particular circumstance? Does it increase when he's overdue for a nap? You want to preempt or remove those factors, while demonstrating how you'd want him to communicate.

Take his hand and gently hold it but dont let go. Look at him and tell him that he cant hit and if he hits you will hold his hand.( It shouldnt hurt him at all but he wont appreciate you holding his hand). Hold it for a bit like 30 seconds then tell him to take his hand and make nice. U can do it with him ...

It's actually generally when they want to play with someone. Occasionally when getting tired.

Thanks. This is what I do a lot of the time and it does nothing.

Do u have any idea why he is he hitting? Is he frustrated? Can he communicate what he wants?

He most of the time want to play or interact/ get a reaction.
He actually speaks very well.
