My starter was stored in the fridge for 3 months without being fed or used. At this point should I start feeding it or rather start a new one?

You could probably try to revive it. Pour off most of it and feed it a few times

As long as there is no mold it can be revived!!

Check very carefully for mold. If there is any hint of mold anywhere, throw it out.
If there isn't, smell it.
If it smells still like sourdough or acetone or alcohol, it's probably revivable.
If it stinks like rotten eggs, spoilt meat or cheese or otherwise of obvious decay, throw it out.
