Tapioca is made from the cassava plant. Tapioca starch and cassava flour is the same thing just different texture

Cassava flour is made using the whole root and is fibrous and dense.

Tapioca starch comes from the starchy part of the plant and is powdery and light.

In most recipes, cassava flour can be swapped evenly for tapioca, but the fiber content gives it slightly more thickening power.
