My DD has a terrible sense of direction and moderate anxiety. I think hashkaficlly she would do well at some of the seminaries that don't allow smart phones but she is so nervous about getting around off campus and getting lost that she won't consider it. Are GPS-only devices allowed at any of these schools? How have others dealt with this?

This describes me, but I didn't have a smartphone before sem so it wasn't on my radar to not go somewhere that wouldnt allow one. She'll get to know the area around the school. And she'll ask for directions to places she needs buses for. She'll find out the bus number, stop name, etc. And if she's going to meet someone, she'll call them when she gets off the bus. etc...
Schools that only allow kosher phones only allow kosher phones.
It's definitely very doable without a GPS, though.
Worst case she gets lost and calls you and you look up directions

When I first came to Israel to learn (over 2 decades ago) I went and bought a map. It got me everywhere. Even today, if I have to go somewhere new, I’ll print out a map and look up bus routes before I go. And I ask for help. It’s part of the experience.

I found it easy even though I’m terrible with directions, you knew which bus to get on and which stop to get off at. Also we went around together not alone. And in most cases she doesn’t have to go far there is usually a corner makolet and bus stop nearby.

Smartphones only became common less than 20 years ago. There always have been, and will be, people that are terrible with directions. They manage! Same as they did before smart phones existed. In today's day and age, at least she will have a "dumb" phone she can use to call someone if/when she gets lost. Please encourage her to go the seminary that will best suit her goals for the year and hashkafos.

Buy her the Streetwise Jerusalem map.
It's about $10 on amazon.
It comes laminated and folds.
My sons said it really helped.

I went to sem over 20 years ago. We had little Nokia phones, no maps or anything of the sort. You figure it out, go around with friends etc.
I did get lost and ended up in a dangerous place in Israel twice (not my sem year) and ended up in the Arab section of the old city and worse in the arab section of Chevron that Jews aren't allowed to go. That was with a smartphone and google maps
