I think normal is 10-15 with an assistant.

Legal ratio in NJ for ages 2.5-4 is 1 adult to 10 kids. (which by the way is not always adequate supervision in my opinion as a childcare provider). Maximum group size for this age is legaly 20.
For age 1.5 -2.5 the ratio is 1:6, which many playgroups dont keep to, but they definitely should!

I sent 3 kids that age. 16 kids 1 morah, 1 assistant.
I moved OOT and have a 2.5 year old who’s by 1 morah with 10 kids. I think I prefer this ..
