Is there any way to get an induction cooktop (I'm talking about a small 2-burner one) and have it double as workspace? like some sort of lock so that I could do other things on that surface without it beeping etc., unless I need to cook something and then I can unlock it. Is that a thing that people do? trying to work out how to set up a useful milchig kitchen with very limited counter space...

You can probably do this by figuring out a way to get the power shut off unless you're using the cooktop.
Usually, because of the power it requires, the only way to turn it off is by going to the fuse box. But if you are planning on doing this correctly, perhaps keep some kind of override upstairs.

An electrician can put an on-off switch to cut power to the unit. Just make sure the switch is easy for you to access.
