Thats WAY TOO LONG! Why that long?
I always cook my chicken uncovered. We like it a little crispy. But I always putsauce and / or juice almost to cover the chicken, and cook it for 1 1/2 hours. Thats it. Not sure why you think you need to cook thst long.

Because you did it at 250. That’s too low a temp

Try 350-375 for 1.5 hours

No I did it at 250 for like 5 hours, usually I do it at 350 or 375 for 2.5-3.5 hours. Still doesn't come out consistently done.

are you certain your oven is working ? even if your chicken is frozen when you put it in the oven, it should still be cooked after so many hours!

I bake chicken on the bone on 400 for at least 2-2.5 hours covered. We like when it's soft on the inside and crispy on the outside.

3-4 hours is a very long time for chicken

I bake chicken for 3-4hours covered all the time. We consider it underdone if it was only in for two hours.
My MIL on the other hand thinks my chicken overcooked and too soft and hers is better because its still a little chewy
