I've been using talk and save historically but wondering if there is a better phone plan for a 12 month stay in Israel

Probably any Israeli company. The prices here are very low.

For sure you can get a better plan through Golan/ hot / Orange, celcom / I don’t like Pelephone - we actually took them to small claims court and won.
Just cancel the plan before you move

OP, is it for a non kosher phone that you already have? Or you want a kosher plan?

As of abt 4-5 months ago you need an isreali credit card for these plans however the phone guy upstairs in rav Shefa was able to do it for me without one- just to save you the run around
