Saw something I like online but I thought whatever the selling price is, ot is. People put a cheaper offer on something other than the selling price?

Yes, you can offer lower. Depending on the market they may or may not be willing to negotiate. Some houses go above asking price too.

Of course! They can ask what they want and I can offer what I want. If I really want the house I would go up little at a time till we agree on the price. You’d be surprised how many houses are listed higher than they want but know there will be negotiations so price it higher. Win win they get what they want and you feel like you got a deal.
