When I make it , always comes out tough.
Is that the nature of the meat or is there something I am doing that I can change?

I think its the cut of beef. It always is too chewy for me and I stopped buying it.

It might need to be cooked longer. I once bought a roast that was tough and chewy. I put it back in the oven for another 1.5 - 2 hours and it was softer and delicious.

It's a lean cut of meat. Simmer it low and slow in liquid for 2 hours on the flame or 3 hours on a low temp in the oven.

There are different quality levels of pepper steak. If you cook a good quality one low and slow it will be delicious.
