I never made one before, what do I do with it? Want to cook stovetop, not in oven. TIA.

Same as a regular corned beef. Very delicious.
Rinse roast. Place in snug pot (not too much bigger than roast as you don't want flavor to evaporate). Add water 3/4 up (optional- add bay leaves and whole garlic cloves). Bring to a boil. Lower heat and simmer for 40 minutes per pound.
(If you're serving immediately, and not in advance, simmer for longer until fully tender.)

I just bought a 5 lb corn beef deckel.. how can I make it in the oven?

For corned beef, take it out of the plastic and rinse lightly. Put it in a snug deep pan (for log type roast that might be a 5 lb loaf pan, for brisket type roast could be an extra deep 9x13 pan). Add water to just barely cover. Cover tightly and bake at 300 for 4 hours (1 hour per lb but undercook if making in advance so you can get nice slices and leave room to rewarm without slices falling apart).

Is this done covered or uncovered after boiling? Thank you!

To add to the above, I made a sauce for my corned beef - 1 cup tomato sauce, 1 cup liquid it cooked in, and about 1/3 cup brown sugar. It was delicious.
I also like to just put a corned beef deckel into a low oven (215F) overnight sometimes.
