Shame as my cookbooks are all packed up with chametz things.
The only kibbeh roll recipe I know from memory does call for bulghur.
The basic idea for the "dough" is 1cup fine bulgher that's soaked for 1lb mince (double ground) and 1 finely chopped onion, seasoning is salt, pepper, allspice, cinnamon, paprika, maybe pomegranate molasses. The inside stuffing is 1/2 lb ground meat and 1/2 chopped onions, chopped parsley, a crumbled dried mint, chopped apricot and pistachio, maybe pomegratnate seeds, meat and onion browned in a skillet.
You mix dough ingredients and knead well in a big bowl. Take 2 pieces of clingfilm, put the meat/bulghur mix in the middle and spread in a thin layer with a rolling pin. Try to make into a large rectangular piece, don't worry too much if it cracks. Life the top clingfilm, spread the filling along one end, and start rolling it jelly-roll style. Once rolled, chill for 1/2 hour or so. I can't be sure of the baking temperature/how long to bake.

and pasteella (sp?) with meat filling and mashed potato shell, dipped in eggs, matza meals and fried.

Is it sacralige to use quinoa if I can't eat bulgur? Kubbeh is one of my favorite things to eat out and I miss it!
