A woman I know is looking for modest shorts for her little girls, sizes 5T and 12 months. She wants them to "cover the bum", claiming that the styles she sees in stores are very immodest. The classic look would be right. I linked her to Bermudas on Lands End and Gymboree, but she is looking to pay no more than &10 apiece. She lives way OOT.

I only have a boy but I just came from Kohl's and they had a great selection for approximately that amount for girls.
Also, Children's Place usually has good deals, even Old Navy.

Target and childrens place are your best bet for cheap shorts. They can be ordered online.

Target is where she found only immodest shorts. Children's Place doesn't look much better. Anywhere with long shorts, and not tight? And not expensive?
Kohl's looks the best.

I recently bought sweats as sleepwear for my kids at hanes.com, and I see that they have french terry shorts too. One of the reviewers notes that she bought it for her daughter to wear as part of a school uniform, so I'd guess that they might be an appropriate length. These are $4.99:
