If I want to substitute frozen broccoli in a recipe that calls for fresh broccoli, how much should I use?
What is the substitution measurement?
1 lb. frozen broccoli for each head of fresh broccoli, or 2 lbs. frozen for 1 head fresh?

I think I ended up using 1-1/2 lbs. of frozen broccoli instead of 1 head of fresh broccoli!
If you'd like, I can give you a recipe for broccoli kugel using frozen broccoli, and you can just substitute for fresh.

I would use two heads for 1 pack of frozen. my estimate comes from knowing that when I steam a pack for supper it feeds the family, when I steam fresh, I need minimum two bunches.

2 heads instead of one 16 oz. package or instead of one 32 oz. package?
