Hi,
I recently moved to a new neighborhood and I was wondering...
1) What's the best way to make friends?
2) Should I wait for others to invite me for Shabbos or should I invite ppl?

Why not take the initiative if you can? some communities are eager to invite new people, while others take more of a wait-and-see attitude. if yours is the latter type, you could wait a long time.
community chessed projects and shiurim are great ways to meet ppl. also helping out in the shul or school office. usually the ppl in the office know everyone so they are a good place to start. other women's activities like exercise or simcha dancing classes, if there are any.

go to shul weekly, after a few weeks you'll get to see who the regulars are and maybe strike up a little conversation with one of them. Little conversations turn to waves/hello when bumping at the supermarket etc.
Do you know ANYONE in your new area? Have those ppl introduce you to others. (tell them you want to meet new ppl so they are aware to introduce you when in situations that it's possible)
good luck.... it's hard but give it a little bit of time and it will get easier.
