the menorahs on cars are not to be yotzei the mitzvah but rather as a concept of pirsumei nissa.

Lubavitch like the rest of the world light one menorah.

I don't know what you mean about how many menorahs...the men light a menorah in the house, like everyone else. Confused

It is a traditional Chabad thing, as almost all non practicing Jews still celebrate Channukah (at least in the US), because it falls so close to X-mas. It is a way to get those non practicing jews to think about Yiddishkeit.
