If I put two kugels in the oven at the same time

Only if you have 4 pans in at the same time, 2 on top rack and 2 on bottom. That would take a bit longer/need rotating/slightly higher temperature.

So, if I have one cookie on a cookie sheet, that won't bake faster than if the whole sheet is filled with cookies?

It will bake faster. It will take a shorter amount of time than what the recipe calls for, because the recipe factors in a full sheet.

One cookie on a cookie sheet will bake faster, because the heat isn't blocked by other cookies.
2 kugels both on the bottom rack, will take the same time to bake as 1 kugel.

So I guess my question is about putting more items in an oven, if the same amount of hot air comes out, does having more or less in the oven matter?

Another way I can ask this is as follows:
I have 2 ovens. If I preheat them both at 350, and put one kugel in each simultaneously (the kugels are identical), will they be ready at the same time as if I put two kugels in one oven?

As long as they are on the same rack in a large standard size oven, they will cook just fine, same as if baked separately in separate ovens.

Once the oven if full full, like both racks at capacity in a standard size oven, or a countertop oven with 2 pans stuffed in instead of an airy 1, things will slow down, temperature will go down, and air can't circulate well anymore so it just takes longer.

Yes, if both kugels are on the bottom rack & nothing is on the top rack.
