I have the same problem (very badly cracked feet), winter and summer.

wash feet regularly (like when you come in from being out, before bed and 1st thing in the morning). dry them well then apply Dr Fischer U-Lactin intensive foot cream. it's the only one that I found to work and it works REALLY well.

Use a good cream at night and wear cotton socks. They are sold together with cotton gloves for your hands at night at drugstores. It locks in the moisture really well.

Do you use pumice stone to scrub off hardened skin first? You can do it in the shower, or better yet soak your feet in warm water for about 10-15min (I sit at the edge of bathtub with a magazine after the kids are asleep). After that you can slather cream/lotion whatever.

Use a pumice stone on your feet at the end of your shower, after your feet have been soaked for a while. When you come out of the shower, while your feet are damp, slather cream on your feet and put on socks. Do this every night; your feet will get very soft.
