Help DS's peepee on the floor...

On shabbos my ds (2yrs) who is getting potty trained pulled down his pants and went on the carpet..I screamed at him to stop because I was accross the room from him I rushed over and picked him up to put him on the toilet but not before he had already peepeed on the floor. His brother also has this problem.. perhaps the baby is learning it from him.. when I went in their room they have two "bathroom" area's both on the carpet. I have tried to punish my older son (4yrs).. but nothing seems to help.. I am almost certain that the pee fest is starting because my baby saw my older son pee on the floor. But I don't know what to do anymore. I have tried giving treats and rewards for not doing it.. but it doesn't happen that often. I don't always know who did it. Both of my boys sleep on beds I try to make it so my baby can't get into his pull up at night but I have seen him put his male part out of onsies to pee on the floor. I don't want him to over heat so I don't always put him in footsy pjs. Does anyone have any ideas on what to do?
