Get her some warm inner wear. Thermal tees to wear underneath her uniform shirt.

her problem is the getting dressed part... out of cozy pjs into the stiff cold shirt. but a shell should do the trick... lets see if she wants that

Put the shirt into the dryer for 2 minutes right when she starts getting dressed so it will be warm right when she puts it on.
