Owner is responsible for providing the gas connection and the tenant is responsible for putting the account under their name (obviously if utilities is included in rent then not).

The only way the tenant would be responsible is if they got the apartment with a gas connection and asked for it to be switched to electric for an electric stove instead of gas and now are deciding to switch back.
