I once read that on Yom Kippur after a doing a bowel movement you wash the full hand. Does anyone know if that applies for Tisha baav?

(I am not 100% sure about Yom Kippur so please don’t take this as a psak, I will ask my husband before Yom Kippur but now he already left to shul)

I never heard of this. I heard only if your hands get dirty past your knuckles you can wash your entire hand.
