I'm curious, do other religions also have a similar concept that outsiders need to abide by a certain set of rules or is this only found by us?

They don't need to abide by the 7 mitzvah's.
But if a non jew keeps the 7 mitzvahs, they get a part of olam haba.

No, almost all other religions (besides Druze) are proselytizing religions, so ideally everyone should convert to their religion and there shouldn’t be any “outsiders.” What is the point of having rules for people who are by definition going to hell?

Christians believe that any person who does not believe in yoshke will burn in helI.

Muslims believe that anyone who does not believe that Mohammed was a prophet will go to helI.

Budhists have a different version but they certainly believe that only through the practice of Buddhism can their version of heaven by attained.

Jews are different. We know that anyone can get olam haba as long as they keep 7 mitzvos.

That's not true. They are obligated to keep 7 Mitzvos.
