We are fostering a kitten for a week or 2. We bought it treats, but then we realized it has milk and meat. We looked at several packages in the store, and all of them had milk and meat. I was told that we cannot use milk and meat together for our pets, because it has an issur hana'ah. Chicken and milk does not have an issur hana'ah, but all the treats I've seen seem to have meat and chicken and milk. Are there any brands that are not a problem?

I would have to look at the ingredients. The one we got was chicken and milk flavor, but it has meat in the ingredients as well.

As I've always understood it, there is an issue of issue hana'ah, as applied to basar v'chalav. Treif meat, however, is not considered to be basar in that sense, and there is not a problem of hana'ah.
You cannot take meat from your table and mix it with meat to give to the cat, but prepared treats of treif meat mixed with milk is not considered basar v'chalav, and there is no issue of hana'ah involved.
Of course, check with your own Rav, but this is what I was told. And wash your hands after handling the treif food.

When we started fostering, I went to shiurim about how to handle this situation. We were told that purchasing any food is OK but not to add cheese to an existing meaty treat.
