Can anybody help with the easiest and safest way to go visit Rachel's Tomb while in Israel. We will not have access to a car. Does anybody have information to tour groups that leave from Jerusalem?

Yes. Get the 163 bus.
for a timetable go to http://www.egged.co.il/Eng/
and put Jerusalem as a "from" and Kever Rahel as "to" and chose which day you want. There are about 6-8 buses a day.
Lots of private buses too - we have one every week on tuesday mornings from Efrat. Shiur included in the trip.
Great place to daven. Avoid the yahrzeit - yud alef cheshvan. It is packed and commercialised. The rest of the year it is a quiet spiritual place to go talk to Hashem and remember Mamma Rochel
be warned that in recent years it is so fortified that actully seeing the place as it is in the pictures is impossible
