If the salad calls for cooked/steamed/blanched cauliflower, then you can definately use frozen.
Just remember that frozen cauliflower has already been partially cooked.

I recently made a cauliflower salad with mayo, vinegar and sugary dressing. I used frozen cauliflower. It was so easy, the cauliflower went straight into the bowl from the package, poured the dressing over it, let it marinate a bit and... delish!

Dressing:
1/3 cup mayo
1/3 cup oil
1/3 cup vinegar
1 tsp. salt
1/3 cup sugar
20 oz. frozen cauliflower
can add: sliced purple onion, sliced peppers, shredded carrots...
