Do you know if it's ok to order clothing in the Nine Days, when they either won't arrive until after TB, or if they do, we won't wear them? How about buying s/t that's at a great price, or hard to find? (again, not to be worn till after)

You'll have to ask your LOR.

"It is prohibited to purchase or make new garments or shoes during the Nine days--even though they are not needed until after the Nine days. However, in case of great necessity (e.g. for one's wedding) it is permissible. "
From "A Summary of the Halachos of the Three Weeks" by Rabbi Shimon D. Eider, Lakewood, NJ.
However, you should still CYLOR.
