My toddler is so frustrated and not being able to express himself and I'm going a little nuts.
He has done everything delayed by a few months (started walking at 19 months) so for a while I wasn't worried but now he is at a period where he is screaming for everything.
So first - what can I do to help him?
Second - I'm in Boro Park and Yeled Vyalda is telling me it's a 4-6 week wait to get evaluated for speech therapy. What can I do about this?

Can you teach him a few signs. How to point for things. Not being able to communicate is so hard for toddlers.

It’s normal. Correct his yelling with words. You want more? More? More? Sure I can give you more. Here is more. Keep using specific words to help him build his vocabulary.

experiencing similar with my 21 month old- who actually did every other milestone relatively early.
We are much more intentional to give him the words for everything- there are still miscommunications but over the past two weeks he has calmed down so much

I second using signs. My baby signed "more, all done, diaper change, milk, and other basic signs before he said those words. It really helps to have some form of communication until they're more verbal. Unlike what some people think, it doesn't delay speech- it helps them name things and connect words to things and actions. My baby had no spoken words at his 1st birthday (not even mama). He just turned 2 and he now speaks in full sentences.
Also, did you try any other agencies, like challenge or eis laasos? Maybe they have evaluators available sooner.
And also make sure his hearing is fine. If he has frequent ear infections fluid can cause temporary hearing issues.

It's possible to have fluids and hear partially but it will still effect child's speech. My son understood everything we said and listened to instructions but was so frustrated and didn't speak. He had fluids. He began to speak 2 weeks after getting tubes in his ears.
It may be worthwhile checking for fluid.

Yes, sometimes they become expert lip readers if they are a bit hearing impaired.
