Targets tissues are not attached. They're regular tissues, like kleenex. We only use Targets tissues, I think they're the best price.

Target up and up tissues are definitely not attached. They may not be the cheapest, but Target often has promotions on their site to spend a specific amount on house items and you get a $15 gift card. I usually stock up when they have those sales. Comes out pretty cheap when you take $15 off the total.

I also get in ShopRite their store brand when they are on sale for $1.50 but they are not worth the regular price of $2
